The Dream


7)       Grant proposals.

For:  The Reverend Doctor Martin Luther King Jr. and The Reverend Doctor Billy Graham Sr. Living Memorial Fund For Harlem: To Help Poor Unemployed Persons find work or create an economy by starting their own small businesses using the skills they have and thus becoming a part of the economy they help to create.  In addition, a second and legally separate organization called The Reverend Doctor Martin Luther King Jr. and The Reverend Doctor Billy Graham Sr. Living Memorial Foundation to Help Poor Unemployed persons especially Black Men from Harlem and the New York City Metropolitan Area to succeed in life and find Salvation.

a)          Raise an endowment of 200 million dollars.  Also raise the money to Buy or build a building in Harlem that will be used to help unemployed Americans and especially unemployed Black Men and Minority Men and all Poor persons from Harlem and the New York City Metropolitan Area to start small and micro businesses using skills they have for which they cannot find work.

b)         The building should be built or bought with separate money so there can be a full 200 million dollar endowment to fund this service. There are two separate and distinct entities being established one is a FUND to hold and manage this endowment. The monies disbursed from this FUND will go exclusively to and through the Foundation. The other organization being established here  is a Foundation to operate the activities described herein. The Foundation is not limited to the resources of the FUND And can get any other resources it can use, including other funds or endowments which might give operating capital and monies to distribute for its purpose and government and other grants that provide money for the activities for which this Foundation is established.   The work of getting all resources for the Foundation should be done through the Fund except for ancillary and extraordinary occasions such as offers of money given to the cause in reaction to the policies, and activities of the Foundation.

c)          The Foundation  will provide resources, computer terminals, emails, an address, act as a business incubator, and facilitate the establishment of small businesses by the poor and disadvantaged. It will make micro interest free loans of between 3,001 Dollars and 40,000 Dollars to individuals starting small businesses, which will create two or more jobs because of the loan. And micro trickle up grants to individuals of 100 Dollars to 3,000 Dollars to help persons to get started, who show them selves capable of succeeding if they get a little help, to get started.

d)         The fund will never give more than 90 Percent of its income from the investments and the endowment and 90 Percent of donations intended for operating activities of that year to operate and make grants and loans.  The extra 10 Percent of the earned income and return on investments will be added to the endowment so there is a continuous growth and to help the endowment beat inflation if there is any and always to be able to have more available to invest.  In addition, 100 Percent of any gifts or donations intended to go to the principle and enlarge the endowment shall go 100 percent to that purpose and be so managed by the FUND.

e)          The allocation and use of the FUND income shall be as follows:  Assuming for example that the income from The FUND would be at least 3 Percent of the principle in most years or 6,000,000.00  Dollars (which is 3 Percent of the 200,000,000 Dollars to be raised to endow this cause.)   Ten percent of this amount or 600,000.00 Dollars would be added to the endowment to keep it up with inflation and to help for years when interest income is low, then 5,400,000 Dollars would be available for operating revenues and loans and grants.  The salary of the director of the FUND which is responsible for ongoing raising of funds and management of the same with the help of experts in the field of investment management as should be gotten to assist the FUND by its Board of directors, shall not exceed 80,000.00 Dollars a year. No subsequent beginning director should get more than 50,000.00 Dollars with potential of up to 80,000.00 Dollars in no more than ten percent per year increments.  No person should hold this job for more than 10 years.  It should not be a job someone holds for their life and depends on a retirement from. This is a job for someone who is already established in life and who can do it free or for a young person just out of school (college or graduate school with an appropriate degree) who shows promise as a leader who is getting going in life, who is capable and zealous for the cause. The salary of the Director of the Foundation who shall be responsible for overseeing and facilitating the programs and services offered clients shall not exceed 100,000.00 Dollars a year and no beginning director after the first one should get more than 60,000.00 Dollars with potential of up to 100,000.00 Dollars in no more than ten percent increments per year.  No person should hold this job for more than 10 years it should not be a job someone holds for their life and depends on a retirement from. This is a job for someone who is already established in life and who can do it free or for a young person just out of school (college or graduate school with an appropriate degree) who is getting going in life, who is capable and zealous for the cause.

f)          Secretarial and clerical staff and persons who work to assist clients in their efforts to qualify for the help of the Foundation  shall not earn more than 60,000 Dollars a year and shall start at not more than  30,000.00 Dollars  with at least  ten percent increments per year of service. In addition, the Foundation and or Fund would contribute equally with them to health care, each paying half for health care coverage for the employee. They should work here for up to 5 years while they are in school (higher education) or getting training in a marketable skill so they can become employed elsewhere. No one should work for this organization for more than ten years total.  This is not a job for someone to hold  for life but one to help one person who will serve and go on to other things and then the job goes to another person who is capable of serving the Foundation and or Fund respectively and its purposes and clients. 

g)         In the Foundation there will be positions for one director at 60,000 to 100,000. Dollars and three secretarial positions at 30,000 to 60,000 Dollars and at least three Customer Service Assistance Personnel at 30,000 to 60,000 dollars who will assist clients to learn of the organization and its activities and to apply for and grants and loans from this foundation and other services available through it and associated sources.  They shall start at the low amount and have ten percent increments.  They shall have the same health care arrangements as in the last paragraph.

h)         The organization will maintain a library with business related books and information about foundations and sources of business capital and venture capital and facilitate access to these things by the clients.  It shall also have information about government and private sources of funding and investment and other publications to help anyone to start a business.  It shall help with home based businesses and legitimate product or service rendering and legal multi level home based businesses.  It can have an office for SCORE and hopefully will be a center that will attract many volunteers to help persons get working for themselves.

i)          The services of this organization shall be provided in English.  The Foundation will not be required to provide services in any other language, however, it may hold classes in English and basic conversational English and English as a second language as an ancillary activity.

j)          Hours for all business creation related work will be from Not later than 7 am until not sooner than 9 pm Mondays until Saturdays and the employees will adjust their schedules to be sure there is someone available to help clients during those many hours.   It will be closed on US Federal and State Holidays.  It can be open on Sundays by appointment.

k)         There will be as many volunteer opportunities for college students, clients and others to volunteer as Customer Service Assistants as there are persons interested and willing to
 volunteer as such

l)          Any retired executives or professional business persons who are successful and wish to help others succeed can use this facility to provide such volunteer help to clients. 

m)         A free cafeteria style or buffet style lunch  from 11am till 2pm and supper from 3pm till 8 pm will be provided free to all clients. This may be contracted through persons starting and operating small businesses if they have skills and or training in food service and or it may be a program operated to teach persons these skills.  The Foundation shall contract for five-year periods with small businesses started though the foundation to operate these services. The provisions shall come through donations and government food sources, which provide meals for the homeless, unemployed and poor and the meals shall be offered free to all clients visitors, employees, volunteers and guests of the Foundation or Fund or anyone using the building for any reason.  No more than ten percent of the operating funds of the Foundation shall ever be allocated towards this cause.  Persons receiving meals or food will be given an opportunity to donate for their meals should they wish to do so but are not required nor is it intended that they should feel that they must or should do that.  Fruits and vegetables that can be donated and other culled foods from various sources that are donated may be used to make the foods with by the entity making the meals.  Any and all extra foodstuffs which can not be used promptly or safely frozen or preserved for future use shall be distributed for free to clients and if there is more than the clients need to the general public.  Volunteers should be gotten to help do this work.

n)         A persons becomes a client by registering as a client

o)         Anyone over the age of 18 may register and become a voting member client.

p)         Persons under the age of 18 but over the age of 14 may be non voting clients and  members.

q)         A person becomes a volunteer by first registering as a client and then offering to volunteer.

r)          Anyone who is unemployed or underemployed will be eligible to be a client.

s)          Any employee of the Fund or Foundation can be a non voting client upon application.

t)          There will be several ‘clubs’ held  for persons from age 14 to 18 to provide information assistance and knowledge of starting and running a small business. Junior achievement style clubs. These services will be provided with the intention of persuading and encouraging graduation from high school and the learning of a marketable skill or the gaining of marketable skills through education.  However, the Foundation recognizes that many of the young persons in this community may not have income earning opportunities.  This is a real need to address and meet. It is a part of teaching the idea of personal financial responsibility to youth. It will help to accomplish the greater purpose of this Foundation, which is to make employment available to persons who are willing and able to work but because they are in the inner city, or handicapped by poverty unable to find work that is regular and pays adequately.

u)         Many of the provisions and finances may come through other sources for example the food can come from services to the homeless and poor or be donated by restaurants grocery stores, supermarkets and food banks  If there is federal or other grant money available to employ more customer service assistants and other persons who would facilitate and help those trying to start a business to do so. This would be done and coordinated according to need.

v)         We are not establishing a place where anyone is going to get a lifetime income and pension for working here, but a place where many persons shall use as a stepping stone to go on to other things either by being employed here while training for other careers or finding the resources to start a business.

w)         Any one receiving help in starting a business will be required to show that they are working hard at the business once it is established or started and applying basic business principles and professional standards in their attempt to start the business.  In many cases, the Foundation will simply help poor persons who have skills network with opportunities for income by connecting them with sources of work, which might not regularly or normally reach Harlem or the inner city area.  It might help some one get the things they need but cannot afford to do their trade or help them advertise and network for customers. The many businesses established through this Foundation will be encouraged to give work to and use the services of others receiving help from this Foundation.  

x)         The foundation may also hold expositions to let the business world in NY know of these resources and new businesses that are available due to the many start ups this Foundation should facilitate as it operates.

y)         We are not creating a place where people come to get money but rather to give money and to help others.

z)          This institution will:  in addition to the endowment funds seek to get as much of the building it will use and resources donated and try to use federal grant money on an ongoing basis. To continue its work

aa)        It will be the constant responsibility of the Director of the FUND to seek additional grants and donations and monies and to enlarge the endowment.  Any monies given shall be added to the endowment and start providing services out of the interest they bring beginning in the following year. Except for any grants or monies given with specific intent or for a particular purpose, which monies shall be used according to the agreement with or dictates of its donors.

bb)       These two institutions are going to have a genuine interest in the individuals it serves. It will promote Social Justice and shall not tolerate or accept social injustice but shall recognize it and deal with it in humane ways that show a respect for God and fellow humans.

cc)        Persons or groups who want help to establish any non-profit activity which can serve others and pay for its own self after and initial assistance in getting it going can get up to a 5,000 Dollar grant or loan according to the details and needs.  If a non-profit service is started though a grant from this fund it is only appropriate to expect those who get the grant to return the money if they, in future years do well and have the means to do so.  They can do so out of respect to The Reverends Doctor Martin Luther King, Jr. and Doctor Billy Graham Sr.  However there is no requirement for them to do so unless the funds are provided as a loan.

dd)             The Boards of the Fund and Foundation:  There are in essence two separate and distinct organizations being established. One which is solely responsible for raising and establishing and overseeing and maintaining and then ever increasing  the 200 million dollar endowment sought and a separate amount to pay for the purchase of an existing building in Harlem or the construction of a building in Harlem. The other is the Foundation which carries out the work of providing the help to be given. This FUND board will have no legal connection to the operating part, which is the Foundation. This is to prevent any suits or judgments that might ever come against the Operating Foundation from ever harming the FUND or having a negative financial harm or effect on the endowment.  There shall be two volunteer boards established.  A Fund Board of directors and A Foundation Board of  Directors for the Operating Foundation of up to 24 persons who can help steer the operation of this Foundation towards its purposes and goals explained herein.  The board members will hold two years terms which they can repeat for up to six years and then they must take a one year retirement after which the same persons can be reappointed for two year terms for up to six additional years. Two (one to each of these boards) shall be appointed by the Riverside Church of New York City, four (two to each of these boards) shall be appointed by the family of Dr. Martin Luther King Jr. Four (Two to each of these boards) shall be appointed by the Billy Graham Evangelistic Association,  two (one to each of these boards) shall be appointed by the National Council of Churches.  Two (one on each of these boards) shall be appointed by the archbishop of the Archdioceses of New York. Two (one to each board) shall be appointed by his holiness the pope of the Roman Catholic Church, Two (one to each of these boards) shall be appointed by the United synagogues of Conservative Judaism.  Two (one to each of these boards) shall be appointed by the Union of orthodox Jewish Congregations in America,  Two (one to each board) shall be appointed by the Jewish Reconstructionist Federation Two (one to each of these boards) shall be appointed by the Union for reform Judaism, Two (one to each of these boards) shall be appointed by the Rockefeller Foundation, two (one to each of these boards) shall be appointed by the Mayor of New York.  Two (one to each of these boards) shall be appointed by the Times Square Church of New York City, two (one to each of these boards) shall be appointed by the Abyssinian Baptist Church of New York City.  Two (one to each of the boards) shall be appointed by the American Muslim Council,  two (one to each board ) shall be appointed by the Muslim World League, All board members shall serve for two years and after two years each of their terms shall expire and new appointments shall be made. Existing board members may be reappointed for up to three individual additional two-year terms after which they must retire for at least one year and then they may be reappointed for up to three additional two-year terms. In addition: each separate fund, foundation, or person who donates at least 20,000,000 Dollars to this fund shall appoint two (one to each of these boards).  The persons appointed shall actually serve three-year terms. They are to be appointed two years in advance and then the first year they are to attend the board meetings to listen and hear and become familiar with the plans and ways and goings on of the committee.  The committee shall meet at least four times a year and additionally as they deem it necessary to accomplish their various duties and responsibilities.  The Board of Directors of the Operating Foundation is responsible to hire and maintain the director and personnel and to give leadership and guidance to this work of Social Justice and benevolence.   Persons who are board members may be reappointed for up to three consecutive terms (for a total of eight years) as board members then they must take a two-year retirement ( they may continue to volunteer and attend board meetings if they wish so as to remain familiar with the proceedings and directions of the board during that time) after which they can serve again for up to six years.  Each of the two separate and distinct boards shall elect from amongst themselves a Chairperson within  the first two months to serve for one year and can re-elect these same individuals as chairpersons or elect another for the second year. They shall also elect three vice chairpersons a first vice-chair a second vice chair and a third vice chair and a Treasurer and a Secretary.    The vice chairs shall have succession to the chairpersonship from the first to the third and new persons elected by the board to fill the lowest position each of the others having moved up by the absence or loss of the persons holding the position next higher than theirs.

ee)        Each Board can establish necessary committees to carry on and accomplish the things necessary to advance and continue the service of this fund to the community as they see fit.

ff)         Whatever is necessary to do will be done to legally separate any connection between the FUND and  the Foundation which connection might allow any entity  winning a law suit for any reason against the Foundation being able to get any of the endowment money in payment of their winning of the lawsuit. What ever is necessary to prevent that shall be done. The Fund Establishment Board and the Foundation Board and persons described herein during the first two years of the establishment of this Fund and Foundation shall determine these facts and so adjust these rules and practices so as to accomplish the protection of the endowment from any legal scheme to detract the monies from their intended purpose.

gg)       The Fund Board, the organization being established to raise and watch over the investment and distribution of these funds shall make individual grants to the separate and distinct  operating Foundation for each individual grant or loan that the operating part shall deem proper and necessary.  It shall make quarterly allotments or whatever schedule of transmitting the funds that is most prudent for the costs of doing so, of the funds for operating expenses.  Each allotment of money shall be a legally separate and distinct transaction except in that the funds may be transferred from one organization to the other in larger pools of funds if this is necessary or prudent to save expense in doing so.

hh)       The Director of the Foundation with help from the boards and others shall establish successful means for the grant and loan application processes to insure that as many good and proper uses of these funds is made as is possible and to prevent loans and grants to businesses or ideas that are not likely to succeed in their judgment. However, any applicant turned down shall be given good reason and good professional cause for the denial of help and then helped to adjust the application, business plan etcetera so that it might be reapplied for, approved, and considered successful. 

ii)         No person shall be refused a loan or a grant for the reason that a previous loan or grant was a failure and or they did not succeed in establishing  a business attempted.  Except anyone, whom had a successful business based on a loan and failed to repay the loan when the business was successful and they should have made payments but did not that person shall not be helped again from this FUND Or Foundation until or unless they have repaid the loan and any agreed to interest.

jj)         Any person receiving help from this organization shall be required to indemnify this Foundation and hold them harmless for any cause arising out of the Foundation’s help or assistance to them and efforts to help them establish business or become self-employed.  This is a requirement to sign such an indemnification and hold harmless agreement to become a client, or an employee of the Foundation or the FUND. It is the main significant step in the process of becoming a client.

kk)       Should for any reason the operating Foundation have a judgment against it stand in court the Fund will cease from that point in time forward from making any further disbursements to the Foundation and the Foundation shall cease to exist. The board will be dissolved. Designees of the organizations listed above herein and any other organizations or persons which have contributed 20,000,00 Dollars or more to the fund,  which have the authority by this document to appoint board two board members (one to each board) will convene and appoint new persons to the new Foundation that they shall establish, which shall then continue to carry on the operating responsibilities to carry out the purpose for which this Fund exists and or for which the separate Foundation exists.

ll)         There should be a diversity of persons reflected on these distinct and separate Boards and those appointing these Directors are asked to respect that concept as they chose and select their appointees.  The directors shall not receive any pay except that once a year each year a fifty-dollar payment shall be made to each of them which they may keep without any regrets or they may donate back to the Fund according to their personal needs and abilities. 

mm)      The clients of this Foundation will vote and elect four of those amongst themselves to the Board of Directors of the Foundation responsible for the operating of the Foundation board for a one year term. This meeting to vote shall be held each year in the fall at any time after the first day of fall and before the date of The New York State General Election Day for that. Anyone aged 18 or over by the last day of that calendar year that has applied for help from this organization or signed up as a client by September 12th of that year can vote. Those elected will begin serving on January 1st of the following year.  They should attend any board meetings from the time they are elected until they start their term. These four appointees must be from amongst the clients who are eligible to vote.  These four appointees shall receive a fifty-dollar pay each time they attend a board meeting.  These persons can serve for up to eight years each but then must take a two-year retirement after which they can serve again on this board for up to six years. Their terms are for one year each rather than two years each as are most of the other Board members terms. They may be re-elected for up to eight years consecutively and then must take a two-year retirement.  After the two-year retirement, they may be re-elected for up to six more years consecutively.  This election shall be held by paper ballot or some means by which each person voting can vote only once and have their vote held secret.  The voting process will take place over at the least a three-day period. These persons once elected and serving on the board shall also make them self’s available for at least six and up to twelve two hour sessions spread out during each year of their term where they are available to hear feedback from other clients in the Foundation’s premises for which they shall be compensated fifty-dollars for each of these sessions.  Each of these elected by clients as board members may hold more than 12 such sessions but they will not be compensated for more than twelve such sessions in a year. That will be in addition in addition to getting a fifty-dollar payment for each board meeting they attend. The purpose of these meetings at the center is to interact with various clients and clients who express a desire to speak with them, they are to get an understanding and feel about what happens there, how things are progressing and how well the staff is meeting the purposes they exist for. They should be available during these sessions and generally at all reasonable times to clients to get feedback and hear suggestions about ways to improve the services of this fund and to further any internal issues of social Justice and help clients to be successful in starting businesses and having success.

nn)       Every meeting of the Board is a public meeting and anyone may attend the meeting to listen.  They should not speak at the board during the meeting but can speak before and afterwards to the individual board members.

oo)       Each board member (Besides what is explained above of the Board members elected by the clients ) is responsible to also make at least three visits a year of at least two hours length to the center to interact with clients and get an understanding and feel about what happens there. They should be available to clients to get feedback and hear suggestions about ways to improve the services of this fund and to further any issues of social Justice and helping clients to be successful in starting businesses and having success.  They may each receive a fifty Dollar payment for each such visit they make. They may not receive more than 12 such payments a year for these visits.

pp)             It will be necessary to establish the right and proper persons or organizations to manage this endowment.   The FUND Establishment Board will exist during the first two years while the endowment is being established and prepared to be taken over by a permanent FUND board appointed by the organization in the above paragraphs. The Fund Establishment board will be responsible together with Richard P. Hobbs, (Who shall be the Director of the Fund and Foundation until they are established and Directors for each of them have been established)  to set up the Fund and the Foundation. It will be comprised of the following if they are willing to participate. An attempt has been made to bring together a diverse set of persons who seem to have been successful, who have influence in the world and may be able to help establish a successful Fund and Foundation.  In the case that any of these persons refuse to participate we ask then to select someone who is wiling to help whom they feel has a similar viewpoint as they do and designate that person to serve in their place.  It is asked that two appointees are appointed by Each of the following organizations The Riverside Church of New York City, The family of the Reverend Doctor Martin Luther King, Jr., The Billy Graham Evangelistic Association, The Rockefeller Brothers Fund, Inc., The Bill and Melinda Gates Foundation, The Rockefeller Foundation,  The Ford Foundation,  The Carnegie Corporation of New York,  The Richard King Mellon Foundation,  The Pew Charitable Trusts,  Foundation, Carver Bancorp, Inc. Citibank, J.P. Morgan Chase, Commerce Bank, the American Muslim Council,  the Muslim World League The Archdiocese of NY, His holiness, The Pope of the Roman Catholic Church,  The-United Synagogues of Conservative Judaism,  Union of Orthodox Jewish Congregations in America,  The Jewish Reconstructionist Federation, the Union for Reform Judaism,  and these individual persons  Franklin D. Jordon, Jr, Teresa Heinz Kerry, Maya Angelo, Corette Scott King, Jack Welch, Colin Powell, Jimmy Carter, Senator Hillary Clinton (whoever is the Junior Senator from the State of NY), Congressman Charlie Rangel,  Tavis Smiley, Charlie Rose, The head of (the Chairperson of) National Republican Party, The Reverend Pat Robertson (of the Seven Hundred Club), Paul Crouch of the Trinity Broadcasting Network (TBN), The Emus of the large recently built Mosque located in East Harlem, The Secretary General of the United Nations,  King Fahd ibn Abdul Aziz, The King of Saudi Arabia, King Abdullah II,  the King of Jordan, The leader of the nation of Lybia (Kadafi or whoever is leader of that nation.), The President of Nigeria, The President of Ghana, the President of Cote d’ivoire,  and the President of Kenya and The president of South Africa, are each appointed and or asked to volunteer to group of persons to help establish this FUND,  help raise monies for it and oversee the establishment of the endowment during the time period  from its inception up to the first two years from its birth and until the board appointed by the organizations in the above paragraph will take over the duties of overseeing the management of the Fund and fund raising activities of the FUND working in cooperation with the Director of FUND raising, would take charge two years after the inception of this first group or sooner if the 200,000,000 dollars is raised.  There shall be a smooth transition and in any case the persons may be the same ones as those in the FUND Establishment Board in which case their service on the Fund Establishment board would have no bearing on the number of years they can serve or be on the FUND board Or the Foundation Board. The new Fund Board and separately the new Foundation Board shall designate a date of their beginning and any restrictions as to numbers of years a person is allowed to serve on a board will be figured from that date and not any date before that date.  After that new date the appointees in paragraph above starting with the phrase “The Boards of the Fund and Foundation:“  will begin their duties on the sooner of March 18th or September 18th of the year following the time they have been appointed by each appointee according to what is most convenient.   Any person foundation, group, or other entity which would donate 20,000,000 Dollars or more to the Fund or agree to donate that amount or more over a period of time of up to twenty years shall be allowed to appoint one person to this FUND Establishment Board and then also  two board members one to each of the perspective separate and distinct boards. The number of members of each board can be enlarged so that all the members described herein and two more members for each donation of 20,000,000 Dollars to the fund or more coming from a recognizable entity can be had on the board.

qq)             Matters that come before the Board of Directors of the Fund or the Board of directors of the Foundation (each separate organizations) must have unanimous agreement from all board members present to become a change in the intentions of this creation document except for the paragraphs below deemed unchangeable. Two thirds of those present at a called meeting, meeting must be called thirty calendar days before it meets.  Each member must be effectively notified which means they know (and are aware the meeting is called) of the meeting is required for a new rule or regulation or a change in current rules or regulations governing the Fund or separately the Foundation.

rr)                                      The Reverend Doctor Martin Luther king Jr. and The Reverend Doctor Billy Graham both have each preached and taught about tolerance and Christian Charity (Love) as being essential qualities necessary for the successful continuance of the affairs of mankind. These principles and ideals should be embodied in all that is done by this fund and this foundation, its members, volunteers, employees, staff and clients.  This Fund and this Foundation should operate in such a way as to leave no person associated with it ever feeling forsaken, marginalized or isolated from the greater community.  It is the responsibility of the staff, volunteers and this board to be ever diligent to make corrections in the practices and procedures to not cause that effect on clients or anyone ever associated with this fund.  Jesus taught us to forgive each other for wrongdoings and go on from there. This is very necessary for the successful operation of these two new organizations.

ss)        The purpose of this fund is to provide funding to enable poor, or unemployed, or underemployed individuals to start small businesses, which businesses will create at least two jobs or to enable the individuals to use their skills, whatever they may be to get income.  The organization can and will do what ever is reasonable and practical to help accomplish this on an individual basis.  Taking into account whatever extenuating circumstances an individual may have which needs to be addressed to enable them to succeed.

tt)         It is asked that each and every person who uses the benefits of this Foundation will after being successful and established repay to the FUND what ever amounts of money that were spent to help the individual to establish their business.   This would be the fulfillment of a moral obligation.  This will help provide help to others and is just and fair. However, except in the case of loans there is no legal obligation by an individual to repay any help received from this Foundation. 

uu)       For the first two years and up to the first five years but not beyond that Richard P. Hobbs, the founder and director of the parent organization, Read the Bible America, Inc. which gives birth to this FUND and Foundation  will be the director of Fund raising and the Director of Operations. These shall be separate positions of the two separate organizations help by one person but there shall be no legal tie between the two except that they are both children organizations of Read the bile America, Inc., Which establishes this Fund and separately this Foundation for the benefit of the Good of the Greater Community and does so in sincere Godly Christ following Love.

vv)       The remuneration paid to Richard P Hobbs for each of these two jobs will be 180,000 Dollars a year which would be paid to him retroactively after the fund is established or has gained at least its first twenty million dollars in liquid assets. He shall draw a salary until then from contributing funds of 100 Dollars a week in the interim once the Fund has reached a minimum of 100,000 dollars and if possible a salary of 500 Dollars or whatever amount a month can be gotten from outside sources or those wishing to help him as he brings these two organizations into existence from any grant gifts or other things gained to help fund the establishment of this effort.  It is possible that this would come from the Riverside Church’s fund, which is used to finance initiatives or other places.

ww)                            The Foundation shall upon reaching the first 20,000,000 dollars also finance and pay for up to 2,000,000 Dollars to pay for the memorial discussed by the church council which The Riverside Church seeks to establish and have raised at the Riverside Church in addition to a duplicate work of this same Art to be also established and present at the site established for the building where the operating of this fund in Harlem will take place.

xx)       Once the Fund has reached 500,000 Dollars in cash the Fund shall use its cash as collateral to make a loan to buy one vacation residence in Ocean City Maryland, which vacation residence is rented out by or through real estate rental agents during the summer and has the majority of its annual mortgage cost covered by the rentals of this unit to tourists as is the habit and practice of many such rental properties in Ocean city Maryland. And the Fund shall seek to using again the collateral of the endowment to purchase a house or rental unit in The Clearwater Florida area where units are also generally paid from by the rental incomes that they get from tourists.  These buildings after they are paid for having been paid for the most part by the rental incomes of those properties and when they are paid for shall be given deeded over to the Parent Organization Read the Bible America, Inc. for use by its School of Missionary Evangelism College of Missionary Evangelists. Which is another child organization of Read the Bible America, Inc. This school will be a training ground for foreign missionaries and person seeking to do foreign missions and Share the Gospel of Jesus Christ and his Love to the world.  Many missionaries will come for free (except they shall pay for their own air fare.) and attend this school, which will teach missionary Evangelism and (oddly enough) Aids Awareness through Abstinence and practical help to Commercial Sex Workers in Third world and emerging countries.  The equity from these vacation properties will be used to help purchase additional vacation units until enough units are owned by the school top provide housing in off seasons to the faculty, staff, students of the school, and to fund the school and its activities.

yy)        Once the fund has reached 2,000,000 Dollars in liquid or invested assets it shall use that as collateral to purchase three more rental units as described in the above paragraph in Ocean city and three in The Clearwater section of Florida.  These units these six and the above two units Shall be made available to the School of Missionary Evangelism College of Missionary Evangelists to use during the first winter months they are owned and available to use.

zz)        The Foundation established here shall have its headquarters in New York by necessity. However, the FUND organization once it is established, by the time of the second year and the time the first board appointed by the various organizations and persons listed above meets it shall have its operational offices located in some other section of the country. For example the Ohio valley, where things are economically depressed and the cost of living is substantially lower than the cost of living in New York City area.   This will allow the persons who work for and manage the Fund to receive lower salaries than they would if they needed to pay the cost of living in New York.  This will lower the costs of managing the endowment; it will bring a few salaries and jobs to the other economically depressed area and help in general.  Whether the Fund buys a building or builds one there it shall do it by necessity at a substantially lower cost than the same office space would cost in NYC. It shall after ten to fifteen years once it has paid for and owns the building and property shall seek for a new place to move its headquarters to where the cost of living is substantially less than the cost of living in that area presuming that area shall have developed and improved.   The Fund organization shall then move to the new area, which is depressed and has a lower cost of living.  This means in fact the salaries of those managing the FUND can and shall be lower than the similar salaries of those doing similar work in the New York City area and in other major metropolitan area.  Those managing the fund and working for it should not see these jobs as life time opportunities to enrich themselves with but rather four to five year service during which they would get less pay than others in their fields and also see them as learning and experience gathering times.  Also those holding these jobs can be individuals who are semi-retired or have had successful careers and can either serve this fund without pay or take the much smaller than usual salaries to do this work in humble service to their fellow man. 

aaa)       Upon moving to a new location and possibly building a new headquarters or buying a new building the old building being left can be given for use to another non-profit God fearing organization for any number of various charitable uses.  It can be given or kept in the ownership of the Fund or given to the Foundation and used as a Foundation center similar to what is being done in New York. It may be rented out for income or provided to be used by non-profit agencies or to help start or continue a Small business in that community.   

bbb)      In addition,  whatever facility is used in New York City by the operating Foundation and in whatever place it shall be established by the Fund It shall be the policy of the two separate organizations to buy and or build facilities where about 70 Percent  of the space can be rented out to other private, public, non-profit or for profit entities and by careful management have the incomes from the 70 percent of the building which is rented provide for the most part of the remaining about 30 percent of the building and facility to be used for free by the Foundation.   This also will make expansion of the Foundations activities easy without relocating.  This shall be the policy of this Foundation.

ccc)       To the extent it is feasible and possible and to the extent it would not make the operation of the Foundation and the Building impractical or impossible the services and jobs created by this facility shall not be lifetime jobs that persons take hoping to have a career and a retirement from that job. But instead these jobs must be jobs that will be offered to persons who might be less than qualified for them at the outset but who can quickly learn how to fulfill them. These jobs can be part of a personal training ground or program for the individual holding it. They would earn substantially more than they might at other lower paying jobs they are qualified for (because of their lack of skills) but not so much as someone who was thoroughly qualified for this job might earn in the New York Market.  The purpose of these jobs then is to allow the person for three to five years to hold that job and a secure income while they go to college, or trade school to learn and develop a marketable skill.   Then they can move on and allow that position to be used to help someone else in a similar way.

ddd)     The building operational related services such as any possible cafeterias or security or cleaning or other contracts will be had after the first two years by persons who are minority persons or any persons who were clients of the Foundation to help get them started. They would have in the average five years of successfully getting a contract there to develop other business and other skills so they too can move on and allow the opportunity the building and the Foundation creates to be used by others.

eee)       To the extent that federal, state and other grants and funding can be used to further the cause of this Foundation and supplement its activities the Foundation should foster and cause such funds and programs to be used.  The foundation shall help any persons seeking grants and grant requests to do so. It shall work with the Foundation Center Inc and other similar organizations and any government organizations or large entities to gain access by its clients to their resources.  The foundation shall establish data banks and databases, which can help individuals to easily get a list of the foundations. Sources of information about who might fund their interest, need, or help them to get something started or continue something of value that creates jobs or maintains them.

fff)        The paragraphs about purchasing and providing rental houses to Read the Bible America, Inc. the above paragraphs that explain  in detail the direction and ways these two organizations Both the Fund and The Foundation being created here shall operate are inviolate. They cannot be changed or deviated from for any reasons and any vote of the boards or any one else cannot change them.  If either of these organizations or Funds shall cease, to be or have its duties transferred to another entity these details and rules shall go with them unchanged.  If there is, any dispute as to their meanings Richard P. Hobbs shall be the sole person to define the meaning and to resolve any dispute.  These two organizations are children organizations of Read the Bible America, Inc a church and a valid Non-profit organization by Statute as a Church and separately by letter of designation there for any and all donations to this Fund or the Foundation are bona fide 501 ( c ) (3) organizations and any donations to them are Tax exempt.  All funds are to be used for legally charitable purposes.

ggg)     At this time the board members of Read the Bible America are  Richard P. Hobbs overseer and founder. Rose Marie Hobbs member, Burr Evans of Yonkers NY member.  This board requires unanimous agreement amongst its members for any changes to take place in its rules regulations guidelines or governing rules.  None of the assets or properties of the FUND or the Foundation shall be under the control of this board but rather under the control of the individuals as a board that participate in the establishment of the Fund and the Foundation.  Richard P. Hobbs, or his heirs or designees, which are at this time: Read the Bible America, Inc. shall be the director of the Foundation for from at least two years and not more than five years at a salary of 100,000 Dollars a year which shall be paid to him after wards, retroactively without interest upon the reaching of 20,000,000 Dollars in cash assets by the FUND out of the interest from those funds and not the principle.   Richard P, Hobbs shall also be the Director of the Fund, for the issues that have to do with the operation of the fund but not the investments of the funds.  For this he shall have a separate salary of 80,000.00 dollars, which also shall be paid to him retroactively once the fund has attained 20,000,000.00 dollars in cash assets. Until such time he shall have a draw of 100 dollars a week after the fund reaches 200,000 Dollars out of the interest not the principle and 500 Dollars a month from separate grants if they can be gotten to help establish this fund.  After this initial start up period during which Richard P. Hobbs may hold the positions as director of the FUND and the Foundation then no one will be allowed to hold both jobs and no other  person can be a member of each board at the same time.

hhh)     Once this Fund is established, and the Foundation is operating the Fund shall be responsible for the expenses of all fund raising and then only for the expense of its operations, which must needs be done humbly, meekly, and in ways to hold costs down as low as is possible.  The Foundation will be responsible for spending the money.  Not more than 90 Percent of the interest earned can be spent. 

iii)        The foundation will spend the interest money at no more than the rate of 3 percent of the principle. The remainder shall be considered to be in a separate account. This fund is to help operations, grants, and loans of the Fund and the Foundation during years in which the interest income earned is not equal to or over 3 Percent.  Whenever this remainder separate account has increased in value for five consecutive years then half of it can be split into five portions and each portion allocated and spent over the next five years.  If the principle continues to increase over those years, this can be done again. The point is that inflation usually exists and this Foundation wants to always have extra money each year than the year before.  In addition, there may be grants and gifts from the government and other outside sources, which might specify when those funds must be spent in which case they would be spent as designated.  The goal is to have the funds always increase and especially be available during difficult economic times when reason suggests there may be a greater need than there is in times when the economy is doing better.

jjj)        The extra monies in the separate account which gets allocated to it (any amount over the 3 Percent of the principle earned that year) would be used up to all of it to make up for any loses due to bad investments by the FUND managers to repair the damage to the principle as best it can be repaired.  The buying of new investments when they are being sold by most and selling of investments when they have risen substantially in value. 

kkk)     All the activities, investments and practices of these two entities must be ones that foster Human understanding and brings together persons of differing social, political, cultural view points and allows for a dialogue and interaction where each party involved is making a concerted effort to understand and respect the other party especially where they disagree with that other party.  The mantra of this organization shall be Injustice anywhere is a threat to Justice everywhere and Just as you are with just this one plea. “Remember that Jesus said  “That he was dying for thee. To help bring you hope and peace and justice in your personal heart as an individual and as people and as nations of the world.” “Love one another as I have loved you.” You can read about this in the Bible.

lll)        The operation of the Foundation shall take place in Harlem, New York City at first but then as soon as reasonably possible according to additional resources which are raised or become available beyond the initial 200,000,000 Dollars the Fund seeks to raise for the benefit of the Foundation  then the Foundation may open and operate satellite operating facilities through the city, state, region, and country and world to accomplish the same goals.  However, no expansion is allowed that would subtract from or diminish the effort to be accomplished in the original site until and unless Harlem and the City of New York no longer has unemployed persons.

mmm)   This Foundation and Fund will be a continuous and living memorial to The Reverend Dr Martin Luther King Jr. Which will be vital and present in the community of the poor who he preached - of our need as a nation - to help in practical and necessary ways. Moreover, it shall be a living memorial to The Reverend Dr. Billy Graham, Sr. it will glorify and respect the Lord Jesus Christ whom each of these men served faithfully and it shall promote the social good of all and the Salvation Gospel Message which each of these men believed in and dedicated their lives to the service of.  No person shall be required to accept or follow the religious beliefs of these men or any other beliefs in order to receive service but neither shall the propagation of those social and salvation Good News messages ever be allowed to be stopped or separated or divorced from this Foundation or this Fund.  This paragraph cannot be changed.

mmmi)  This fund is established from this time forth and forevermore in perpetuity.  Should this fund for any reason dissolve  or be dissolved or for whatever reason come to an end or cessation of its existence and no subsequent Fund and Foundation receive the assets and charges and responsibilities of this Fund and Foundation then the assets of this fund will be divided in two parts and one part given to the Billy Graham Evangelistic Association and the other part to the designees of the Family and heirs of The Late Reverend Doctor Martin Luther King Jr. or their designees.  The funds must continue to be used for the same purposes for which they were raised to enable unemployed or underemployed individuals to start small businesses and put their skills to work and or to create small businesses, which will create job opportunities for two or more persons.  The end goal to be to help create economies in any poor neighborhoods especially those with long histories of economic deprivation and unemployment most especially amongst minority males.

mmmii)                         The nature of these two organizations is service to others and it shall follow the teachings of Jesus to be humble and serve and to love one another as he Loved them. Persons of every and any faith or denomination can hold the positions on the boards. They can even be an atheist, or agnostic.  However, while serving on the Board, out of respect for the persons for whom the board’s and organization’s are named and in Honor of the Jesus whom they each served Board members are required to agree to submit to this one thing. They must submit to this one commandment and teaching of Jesus  “To love one another (and treat each one with such love and respect for each other) as Jesus did love his disciples.  Each person appointed who agrees to serve shall be responsible in their own heart to certify that they are able to follow these guidelines.  Each person appointed must see to it that they do follow this guideline in so far as anything having to do with this fund or Foundation.  The purpose of these organizations is to help others and right long practiced social wrongs.

mmmiii)                       Richard P. Hobbs shall be a member of each of these Boards or his designee for his lifetime.  Those serving as his designees at his death or inability to function shall retain this right for their lifetimes, and may each one appoint their successors perpetually.

mmmiv)                       The foundation building shall at no expense for meeting space shall host [at its facilities or at another agreed to space, to be paid for by the funds of these organizations unless mutually agreed otherwise in New York City (and at any subsequent other locations owned and operated for the purposes of these organizations)] twice a year an up to one week long evangelical salvation meeting by the Billy Graham Evangelistic Association or its designees And twice a year an up to one week long  meeting to promote Social Justice and Global Justice by the designees of the Family of The Reverend Doctor Martin Luther King, Jr.  or their designees.

nnn)     This Fund and this Foundation shall operate under the laws of New York State.  This paragraph can be changed if it is found to be better for the purposes and benefit to the expressed purpose of this Fund and Foundation to be operating under the laws of some other state or nation of the world.

Because he is God he does not have to insist on his own way.   He is patient and patiently awaits us to do his will, which is to love one another and help each person here to have purpose and hope and the feeling that they matter and that God cares about them and is seeking to be God to them and meet their need.   Will you obey him and help.  It will play a leading role in helping to resolve up coming international needs.

The U.S. A. needs at this time a venue where foreign nations and individuals are working together to help some Americans. 

America is a country, which has persons in it whose ancestors have come to it from all over the world.

In that sense, it is an international nation.

This is an important need.  There are too many persons in need in the world.    It is hoped that some of the businesses these (Mostly Black men) persons in Harlem will become involved with shall be importing and exporting businesses to extend and create jobs in poor African nations helping to boost the economies there. 

Word trade is here and if we use it properly, it can meet many needs and help address hunger and poverty in many places in many ways.
